The Belgian Investment Company for Developing Countries (BIO) is a Development Finance Institution established in 2001 as a public-private partnership between the Belgian Government, through the FPS Development Cooperation and the Belgian Corporation for International Investment (BMI/SBI)
BIO's mission is to consolidate the private sector in emerging markets and developing countries in order to achieve sustainable economic and social prosperity and to alleviate poverty, by providing long-term financing to local enterprises and to the financial sector. BIO also provides non-refundable subsidies to co-finance feasibility studies and grants for technical assistance programs. All projects must demonstrate a clear balance between financial return and development impact.
BIO has an untied approach and operates as an additional partner to the local financial institutions. BIO is a member of EDFI (European Development Finance Institutions).
BIO will widen the scope of its interventions to the financing of local infrastructure projects in Africa, Latin America and Asia. Therefore, BIO is recruiting the 'Head of Infrastructure Department'.
Job description
Your mission is the following:
- You develop a new activity in the company consisting in the financing of infrastructure projects (including projects in energy, access to water, logistic & transport, telecommunications).
- You manage and develop the new Infrastructure Department.
Your responsibilities include :
- Building and implementation of a strategy for the department
- with frequent information to the Board of Directors on strategic developments and strategy implementation.
- Building and management of a team of Investment Officers
- Development and follow-up of a projects portfolio :
- You develop a strong knowledge of the market and you promote actions of the company in financing of infrastructure projects
- You develop necessary analysis tools and processes to assess the projects
- You supervise, manage and perform evaluation missions in the field
- You assess investments opportunities using financial, developmental, social and environmental parameters - if necessary in coordination with experts in specific areas
- You write detailed evaluation reports on the projects and present investment recommendations to the Board of Directors
- You define and negotiate investment terms with counterparties
- You supervise the preparation of legal documentation (in coordination with internal and external resources)
- You supervise and ensure the adequate follow up of the portfolio of projects
- You participate in ad hoc seminars and conferences.
Who we are looking for
- You have a Master Degree in Business/Finance/Law and you have between 10 and 15 years of experience in Project Finance. Ideally, you have already worked with developing countries. You have experience in people management.
- You are necessarily fluent in English and French/Dutch. Knowledge of any other European language is an asset.
- You have excellent financial, analytical, negotiation and communication skills.
- You are a leader, results oriented, and comfortable in a multicultural environment.
- You are willing to travel.
