About Our Client

For a public-sector organisation we are seeking an experienced Freelance HR Consultant to support the HR Department during a strategic transformation journey.

The mission combines HR expertise with strong financial and budgetary capabilities. The consultant will play a key role in aligning workforce planning, personnel costs, organizational needs, and budgetary constraints while supporting HR governance and decision-making.

Job Description

Key Responsibilities

  1. HR Budget Strategy & Personnel Cost Management
  • Develop and monitor HR budget strategies in alignment with organizational objectives.
  • Analyze and forecast personnel costs.
  • Support the preparation and follow-up of workforce and personnel plans.
  • Provide recommendations regarding staffing investments and resource allocation.
  • Ensure alignment between workforce planning and budgetary constraints.
  • Contribute to HR reporting and strategic decision-making tools.
  1. Workforce Planning & Competency Management
  • Lead workforce planning activities with a medium- and long-term vision.
  • Assess workforce needs and anticipate future staffing requirements.
  • Support decision-making regarding replacement of departing employees and workforce optimization.
  • Coordinate initiatives related to competency management and knowledge transfer.
  • Contribute to succession planning and organizational sustainability.
  • Support the implementation or enhancement of workforce planning frameworks.
  1. HR Transformation & Organizational Agility
  • Support ongoing HR transformation projects.
  • Contribute to the implementation of agile and collaborative working methods.
  • Facilitate collective intelligence approaches and stakeholder engagement.
  • Identify opportunities for process optimization and continuous improvement.
  • Assist HR leadership in change management initiatives.

The Successful Applicant

  • Minimum 5 years of experience in strategic HR roles.
  • Proven expertise in workforce planning and personnel cost management.
  • Strong understanding and experience working in the public-sector.
  • Demonstrated experience within large and complex public-sector organizations.
  • Experience supporting HR transformation and organizational change projects.
  • Familiarity with competency management, succession planning, and knowledge management.
  • Experience working with HR compensation frameworks and grading systems is highly desirable.
  • Fluent in French.

Strategic Freelance HR mission based in Brussels.

The assignment will run for an initial period of six months and can be performed on a full-time (5/5) or part-time basis (4/5 or 3/5).
